{"id":6854,"date":"2026-04-08T22:05:18","date_gmt":"2026-04-08T21:05:18","guid":{"rendered":"https:\/\/marriott-stats.com\/nigels-blog\/?p=6854"},"modified":"2026-04-16T09:07:49","modified_gmt":"2026-04-16T08:07:49","slug":"pay-gap-trends-the-latest-data-for-2025","status":"publish","type":"post","link":"https:\/\/marriott-stats.com\/nigels-blog\/pay-gap-trends-the-latest-data-for-2025\/","title":{"rendered":"Pay Gap Trends #9 &#8211; Employer Gender Pay Gaps in 2025 &#8211; The Numbers"},"content":{"rendered":"<p>The deadline for employers to submit their 2025 gender pay gap data has now passed.\u00a0 So what do the numbers tell us about what happened in 2025?\u00a0 How have these changed since 2024 and 2017 when employer gender pay gap reporting (<strong>GPGR<\/strong>) became mandatory?\u00a0 Read on to find out the answers and why I have concerns about the government&#8217;s plans t<a href=\"https:\/\/www.gov.uk\/government\/news\/government-launches-landmark-gender-pay-gap-and-menopause-action-plans-to-help-women-thrive-at-work\" target=\"_blank\" rel=\"noopener\">o make it mandatory for employer to publish action plans to reduce their gender pay gaps<\/a>.<\/p>\n<p><!--more--><\/p>\n<h5><span style=\"color: #008000;\"><strong>Where to find the latest data for employers<\/strong><\/span><\/h5>\n<p><span style=\"color: #333333;\"><a href=\"https:\/\/www.legislation.gov.uk\/ukpga\/2010\/15\/section\/78\" target=\"_blank\" rel=\"noopener\">Section 78 of the Equality Act 2010<\/a> requires these employers to<a href=\"https:\/\/gender-pay-gap.service.gov.uk\/\" target=\"_blank\" rel=\"noopener\"> submit their gender pay gap data to the government portal here<\/a>.\u00a0\u00a0<\/span><\/p>\n<ol>\n<li>All private sector employers in Great Britain with a headcount of 250 or more.<\/li>\n<li>All public sector employers in England with a headcount of 250 or more.<\/li>\n<\/ol>\n<p><span style=\"color: #333333;\">These are what I will call <strong>Mandated Employers.<\/strong>\u00a0 Some <strong>Voluntary Employers<\/strong> also choose to submit their data.\u00a0 These include <\/span>Scottish &amp; Welsh public sector employers, Northern Irish employers and British private sector employers with headcounts under 250. The last category is easy to identify in the government database but as yet, but the first three categories are not flagged separately.\u00a0 For now, only the last category are recorded as voluntary employers with the first three categories recorded as mandatory employers.<\/p>\n<p>I have downloaded all employer data since 2017 (mandated &amp; voluntary) for <strong>15,491<\/strong> legal entities as of <strong>5th April 2026<\/strong>.\u00a0 I&#8217;ve made this available to you via this Microsoft Excel spreadsheet <a href=\"https:\/\/marriott-stats.com\/nigels-blog\/wp-content\/uploads\/2026\/03\/Gender-Pay-Gap-Data-Chart-Tool-2026-v6.0.xlsx\"><span style=\"color: #993300;\"><strong>Gender Pay Gap Data &amp; Chart Tool &#8211; 2026 v6.0<\/strong><\/span><\/a>.\u00a0 You can find more information <a href=\"https:\/\/marriott-stats.com\/nigels-blog\/latest-gender-pay-gap-data\/\" target=\"_blank\" rel=\"noopener\">about my spreadsheet here<\/a>.<\/p>\n<p>The specific <a href=\"https:\/\/www.gov.uk\/government\/publications\/gender-pay-gap-reporting-guidance-for-employers\/preparing-your-data\" target=\"_blank\" rel=\"noopener\">calculations employers must submit are here<\/a>.\u00a0 From April 2027 (subject to parliament amending section 78 of the Equality Act), mandated employers will also have to submit the same calculations for their ethnicity and disability pay gaps.\u00a0 A link to the government&#8217;s proposals and my thoughts on these <a here<\/a>.<\/p>\n<p>&nbsp;<\/p>\n<h5><span style=\"color: #008000;\"><strong>How many employers submitted 2025 snapshot data?<\/strong><\/span><\/h5>\n<p><img loading=\"lazy\" decoding=\"async\" class=\" wp-image-6856 alignleft\" src=\"https:\/\/marriott-stats.com\/nigels-blog\/wp-content\/uploads\/2026\/04\/GPG-Tool-2026-v6-Number-Reporting-ALT.png\" alt=\"\" width=\"265\" height=\"265\" \/><strong>10,543<\/strong> legal entities submitted data but some have inadvertently reported data twice for the same legal entities.\u00a0 Where I identify such duplicates, they are deleted from my downloadable spreadsheet noted in the previous section.\u00a0 From now on, I do not count these duplicates and so you may see some discrepancies between the chart to the left and later charts and tables.<\/p>\n<p>So far, the number of legal entities submitting data is <strong>200<\/strong> lower than those submitting as of 5th April last year for the 2024 snapshot dates.\u00a0 Is this because there are 200 fewer employers available to report or did the Easter holiday straddling the deadline catch some employers out?\u00a0 <img loading=\"lazy\" decoding=\"async\" class=\" wp-image-6851 alignright\" src=\"https:\/\/marriott-stats.com\/nigels-blog\/wp-content\/uploads\/2026\/03\/GPG-Tool-2026-v6-Number-Reporting.png\" alt=\"\" width=\"406\" height=\"216\" srcset=\"https:\/\/marriott-stats.com\/nigels-blog\/wp-content\/uploads\/2026\/03\/GPG-Tool-2026-v6-Number-Reporting.png 575w, https:\/\/marriott-stats.com\/nigels-blog\/wp-content\/uploads\/2026\/03\/GPG-Tool-2026-v6-Number-Reporting-300x160.png 300w, https:\/\/marriott-stats.com\/nigels-blog\/wp-content\/uploads\/2026\/03\/GPG-Tool-2026-v6-Number-Reporting-450x239.png 450w\" sizes=\"auto, (max-width: 406px) 100vw, 406px\" \/>The table to the right shows there are <strong>1075<\/strong> employers who submitted 2024 snapshot data but who have not yet submitted 2025 data.\u00a0 We know from the 2023 column in this table that <strong>~440<\/strong> of these will not be submitting 2025 data due to them either going bust, merging with another legal entity or falling below the 250 headcount threshold.\u00a0 For now, I expect a further <strong>600 to 800<\/strong> employers to submit their 2025 snapshot data at some point over the next 12 months.<\/p>\n<p>Of the <strong>10,538<\/strong> submissions for 2025 (after removal of duplicates), <strong>410<\/strong> were made by voluntary reporters.\u00a0 I will ignore these going forward and concentrate on the <strong>10,128<\/strong> mandated reporters as of 5th April 2026.<\/p>\n<p>&nbsp;<\/p>\n<h5><span style=\"color: #008000;\"><strong>How many employers submitted incorrect data?<\/strong><\/span><\/h5>\n<p><strong>494<\/strong> mandated employers submitted 2025 snapshot data with obvious mathematical errors.\u00a0 The most common error by far is what I call a <strong>flip error<\/strong> which is when either the pay quarters are entered the wrong way around, men are entered as women and vice versa or the pay gap is entered as favouring men when it should favour women and vice versa.\u00a0 I&#8217;ve explained flip errors <a href=\"https:\/\/marriott-stats.com\/nigels-blog\/how-to-identify-an-incorrect-median-gender-pay-gap-calculation\/\">on many occasions in the past<\/a> and <a href=\"https:\/\/gender-pay-gap.service.gov.uk\/employers\/15079\" target=\"_blank\" rel=\"noopener\">Public Health Wales<\/a> are just one of the latest examples in 2025.\u00a0 As you can see, their 2025 submission states they flipped from a <strong>73%<\/strong> female workforce in 2024 to a <strong>72%<\/strong> male workforce in 2025 which is clearly nonsense.\u00a0 By the laws of maths, had this in fact happened, the median pay gap would be in favour of women rather than in favour of men as submitted.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\" wp-image-6857 aligncenter\" on, I will ignore employers with suspect data and concentrate on the <strong>9,635<\/strong> mandated employers who submitted 2025 snapshot data with no obvious errors.\u00a0 However, in my experience, a further <strong>~10%<\/strong> of these will have made errors in their data but these can only be detected with more detailed analysis.\u00a0 For example, I note <a href=\"https:\/\/gender-pay-gap.service.gov.uk\/employers\/16414\" target=\"_blank\" rel=\"noopener\">Olleco entered men as women in their lower &amp; lower middle pay quarters in 2025<\/a>.\u00a0 Had they also made the same mistake with their upper and upper middle pay quarters, this would have been a full flip error that my algorithm would have flagged but the half flip error here is not yet part of my algorithm.<img loading=\"lazy\" decoding=\"async\" class=\" wp-image-6874 aligncenter\" style=\"color: #008000;\"><strong>Median Gender Pay Gaps in 2025<\/strong><\/span><\/h5>\n<p>When the <strong>9,635<\/strong> mandated employers with no obvious errors are sorted in order of their median gender pay gap, I find the median mandated employer (the <strong>4818th<\/strong> employer) is <a href=\"https:\/\/gender-pay-gap.service.gov.uk\/employers\/12065\" target=\"_blank\" rel=\"noopener\">the wholesaler TD Synnex UK Ltd.<\/a>\u00a0 At this employer, for every <strong>\u00a31<\/strong> paid per hour to the median man on <strong>5th April 2025,<\/strong> the median woman was paid <strong>91.3p<\/strong> or<strong> 8.7%<\/strong> less.<\/p>\n<p>However, the variation between employers in terms of their reported pay for their median woman is considerable as can be seen in this chart<img loading=\"lazy\" decoding=\"async\" class=\" wp-image-6861 alignright\" src=\"https:\/\/marriott-stats.com\/nigels-blog\/wp-content\/uploads\/2026\/04\/GPG-Distribution-UK-2025-No-Errors-ALL-260405.png\" alt=\"\" width=\"447\" height=\"420\" going forward.<\/p>\n<p>I have pointed out on many occasions that one cannot look at pay gaps in isolation.\u00a0 You must also look at the gender ratios of employees both overall and within pay quarters\/pay bands.\u00a0 My most recent article on this point is &#8220;<a href=\"https:\/\/marriott-stats.com\/nigels-blog\/why-pay-gaps-are-multivariate-not-univariate\/\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #993300;\"><em>33 London Councils &#8211; We are One<\/em><\/span><\/a>&#8220;.\u00a0 I demonstrated what looks like <strong>33<\/strong> employers with different pay gaps are in fact <strong>33<\/strong> clones of the same employer who are following different service delivery strategies.<\/p>\n<p>The chart below captures some of the points I made in that article.\u00a0 In the top bar, <strong>34%<\/strong> of those submitting pay gap data for 2025 essentially had no pay gap as their median woman was being paid close to what the median man was being paid.\u00a0 <img loading=\"lazy\" decoding=\"async\" class=\" wp-image-6864 alignleft\" under a quarter of employers pay their median woman less than <strong>80p<\/strong> for every <strong>\u00a31<\/strong> paid to the median man as shown by the two darker green bars which I will regard as &#8220;<em>large<\/em>&#8221; pay gaps in this article.<\/p>\n<p>The chart then splits employers by the proportion of staff who are women.\u00a0 Here, we see a notable pattern which has occurred in every year since 2017.\u00a0 When women make up less than <strong>70%<\/strong> of the workforce, around <strong>20%<\/strong> of employers have &#8220;large&#8221; pay gaps i.e. they are paying their median woman less than <strong>80p<\/strong>.\u00a0 But when women make up more than <strong>70%<\/strong> of the workforce, up to <strong>50%<\/strong> of employers pay their median woman less than <strong>80p<\/strong>.\u00a0 In other words, when women dominate the workforce, pay gaps are twice as likely to be &#8220;<em>large<\/em>&#8221; pay gaps than when women do not dominate the workforce.<\/p>\n<p>It turns out this feature is sector dependent and does not appear in every sector.\u00a0 I first explored this in more depth in my article &#8220;<a href=\"https:\/\/marriott-stats.com\/nigels-blog\/why-do-female-dominated-employers-have-large-gender-pay-gaps\/\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #993300;\"><em>Why do female dominated public sector employers gender pay gaps so large?<\/em><\/span><\/a>&#8221; which is based on 2021 snapshot data.\u00a0 Splitting employers into public sector and private sector is straightforward to do since public sector data is based on a snapshot date of 31st March whilst the private sector uses 5th April as their snapshot date.<\/p>\n<p>To round off this section, here is a summary of the differences between the public and private sector employers when looking at their 2025 snapshot data.<\/p>\n<ul>\n<li><strong><span style=\"color: #3366ff;\">7875<\/span><\/strong> legal entities submitted data using the <span style=\"color: #3366ff;\">private sector<\/span> snapshot date.<\/li>\n<li><strong><span style=\"color: #ff6600;\">1760<\/span><\/strong> legal entities submitted data using the <span style=\"color: #ff6600;\">public sector<\/span> snapshot date.<\/li>\n<li>When sorted by headcount, I estimate the median <span style=\"color: #3366ff;\">private sector<\/span> legal entity has <span style=\"color: #3366ff;\"><strong>~550<\/strong><\/span> employees.<\/li>\n<li>When sorted by headcount, I estimate the median <span style=\"color: #ff6600;\">public sector<\/span> legal entity has <strong><span style=\"color: #ff6600;\">~850<\/span><\/strong> employees.<\/li>\n<li>When sorted by median pay gap, the median reporting <span style=\"color: #3366ff;\">private sector<\/span> legal entity is <a href=\"https:\/\/gender-pay-gap.service.gov.uk\/employers\/22960\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #3366ff;\">Nationwide Windows Limited<\/span><\/a> who pay their median woman <span style=\"color: #3366ff;\"><strong>7.6%<\/strong> <\/span>less than their median man.<\/li>\n<li>When sorted by median pay gap, the median reporting <span style=\"color: #ff6600;\">public sector<\/span> legal entity is <a href=\"https:\/\/gender-pay-gap.service.gov.uk\/employers\/8882\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #ff6600;\">New Bridge Multi-Academy Trust<\/span><\/a> who pay their median woman <span style=\"color: #ff6600;\"><strong>14.3%<\/strong><\/span> less than their median man.<\/li>\n<li><span style=\"color: #3366ff;\"><strong>39%<\/strong><\/span> of <span style=\"color: #3366ff;\">private sector<\/span> legal entities have majority female workforces (see chart below).<\/li>\n<li><span style=\"color: #ff6600;\"><strong>90%<\/strong><\/span> of <span style=\"color: #ff6600;\">public sector<\/span> legal entities have majority female workforces (see chart below).<\/li>\n<\/ul>\n<p>Below are the same charts as above but separately for the public and private sectors.\u00a0 The differences between these two sectors is very noticeable.<\/p>\n<p><img information, further divisions of employers into industry sectors is possible since the government database is <a href=\"https:\/\/find-and-update.company-information.service.gov.uk\/\" target=\"_blank\" rel=\"noopener\">linked to Companies House data<\/a> where employers can specify their sector using <a href=\"https:\/\/www.gov.uk\/government\/publications\/standard-industrial-classification-of-economic-activities-sic\" target=\"_blank\" rel=\"noopener\"><strong>SIC<\/strong> (Standard Industry Classification) codes<\/a>.\u00a0 However, in my experience, too many employers are misclassified for these SIC codes to be sufficiently reliable.\u00a0 I expanded on this point when <a href=\"https:\/\/marriott-stats.com\/nigels-blog\/gender-pay-gap-treasury-committee\/\" target=\"_blank\" rel=\"noopener\">giving evidence to the Treasury Select Committee in 2019<\/a> on the &#8220;Effectiveness of Gender Pay Gap Reporting&#8221;.\u00a0 I still recall the committee members looking at each other when I listed a number of employers who were obviously misclassified.<\/p>\n<p>&nbsp;<\/p>\n<h5><span style=\"color: #008000;\"><strong>Did the gender pay gap narrow in 2025<\/strong><\/span><\/h5>\n<p>Yes it did but we didn&#8217;t need any employer data to know this.\u00a0 <a href=\"https:\/\/www.ons.gov.uk\/employmentandlabourmarket\/peopleinwork\/earningsandworkinghours\/bulletins\/genderpaygapintheuk\/2025\" target=\"_blank\" rel=\"noopener\">The Office of National Statistics (<strong>ONS<\/strong>) stated in October last year<\/a> that for<img loading=\"lazy\" decoding=\"async\" class=\" wp-image-6867 alignright\" <strong>\u00a31<\/strong> paid per hour to the median man across the whole of UK in April 2025, the median woman was paid <strong>87.2p<\/strong> or <strong>12.8%<\/strong>\u00a0<strong>less.<\/strong>\u00a0 The UK national pay gap has narrowed at the rate of <strong>0.5p<\/strong> per year since 1997, a trend which has not changed since the introduction of mandatory gender pay gap reporting for employers in 2017.\u00a0 For more details on ONS gender pay gap estimates, please read my article &#8220;<a href=\"https:\/\/marriott-stats.com\/nigels-blog\/when-is-equal-pay-day-in-2024\/\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #993300;\"><em>When is equal pay day in 2024?<\/em><\/span><\/a>&#8221;<\/p>\n<p>It is not possible to use employer level GPGR data to estimate the national gender pay gap though you <img loading=\"lazy\" decoding=\"async\" class=\" wp-image-6868 alignleft\" src=\"https:\/\/marriott-stats.com\/nigels-blog\/wp-content\/uploads\/2026\/04\/GPG-Distribution-UK-2025-Change-ALL-260405.png\" alt=\"\" width=\"336\" height=\"206\" srcset=\"https:\/\/marriott-stats.com\/nigels-blog\/wp-content\/uploads\/2026\/04\/GPG-Distribution-UK-2025-Change-ALL-260405.png 419w, https:\/\/marriott-stats.com\/nigels-blog\/wp-content\/uploads\/2026\/04\/GPG-Distribution-UK-2025-Change-ALL-260405-300x184.png 300w\" sizes=\"auto, (max-width: 336px) 100vw, 336px\" \/>will find plenty of idiots on social media who try to do this!\u00a0 What we can do instead is see how the distribution of pay gaps across employers has changed from year to year.<\/p>\n<p>The table to the right looks at the <strong>9,239<\/strong> mandated employers who submitted data in both 2024 and 2025 without obvious errors.\u00a0 In 2025, <strong>35%<\/strong> of employers effectively had no gender pay gap (white row) compared to <strong>32%<\/strong> in 2024.\u00a0 The proportion of employers with &#8220;large&#8221; pay gaps (where the median woman is paid less than <strong>80p<\/strong>) fell from <strong>26%<\/strong> to <strong>23%<\/strong>.\u00a0 For some people, this represents progress but as I discuss in the next section, we can&#8217;t be sure this represents true progress to gender equality.<\/p>\n<p>What about the longer term trend since 2017?\u00a0 In my article &#8220;<a href=\"https:\/\/marriott-stats.com\/nigels-blog\/when-will-the-gender-pay-gap-disappear\/\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #993300;\"><em>Are we there yet?<\/em><\/span><\/a>&#8221; I explained why I prefer to split employers into three groups for each year as follows &#8211;<\/p>\n<ol>\n<li>Those whose median gender pay gap was <strong>smaller<\/strong> than the previous year<\/li>\n<li>Those whose median gender pay gap was the <strong>same<\/strong> as the previous year<\/li>\n<li>Those whose median gender pay gap was <strong>larger<\/strong> than the previous year<\/li>\n<\/ol>\n<p>I then track the difference in the percentage of employers with smaller pay gaps and the percentage with larger pay gaps.\u00a0 In 2025, <strong>51%<\/strong> reported smaller pay gaps than 2024, <strong>8%<\/strong> unchanged pay gaps and <strong>41%<\/strong> larger pay gaps than 2024.\u00a0 The net difference between smaller and larger pay gaps is <strong>+10%<\/strong>.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-6871 aligncenter\" src=\"https:\/\/marriott-stats.com\/nigels-blog\/wp-content\/uploads\/2026\/04\/9y-GPGR-Net-Improvement-ALL-260405.png\" alt=\"\" width=\"986\" height=\"145\" https:\/\/marriott-stats.com\/nigels-blog\/wp-content\/uploads\/2026\/04\/9y-GPGR-Net-Improvement-ALL-260405-450x66.png 450w\" sizes=\"auto, (max-width: 986px) 100vw, 986px\" \/><\/p>\n<p>The <strong>All Years<\/strong> column highlighted in black shows the same calculations but this time between the first year an employer started reporting and the latest year they&#8217;ve reported for.\u00a0 Overall, <strong>57%<\/strong> of employers are now reporting a smaller pay gap since they started reporting and <strong>38%<\/strong> are reporting a larger pay gap.\u00a0 Again, this might look like progress to gender equality on the surface but there is an important caveat to make which I cover in the next section.<\/p>\n<p>&nbsp;<\/p>\n<h5><span style=\"color: #008000;\"><strong>What can we learn from the 2025 numbers?<\/strong><\/span><\/h5>\n<p>If you are new to the details of gender pay gap reporting, then I hope you found the above informative.\u00a0 For myself, the data is not particularly illuminating because I spent too much time looking at the wrong statistics, namely the gender pay gap itself.<\/p>\n<p>To truly learn from employer gender pay gap submissions, you first have to answer the questions I&#8217;ve listed below.\u00a0 Each question is one I have explored in an article as linked &#8211;<\/p>\n<ol>\n<li><a href=\"https:\/\/marriott-stats.com\/nigels-blog\/why-the-nhs-holds-back-gender-equality\/\" target=\"_blank\" rel=\"noopener\">What does gender equality mean to an employer?<\/a>\n<ul>\n<li>This articles describes 6 possible definitions of gender equality<\/li>\n<li>No pay gap is just one of these<\/li>\n<li>It includes interesting data on the gender differences between the public and private sector.<\/li>\n<\/ul>\n<\/li>\n<li><a href=\"https:\/\/marriott-stats.com\/nigels-blog\/what-you-need-to-do-to-eliminate-your-gender-pay-gap\/\" target=\"_blank\" rel=\"noopener\">Which metrics should we track to see if we are approaching gender equality?<\/a>\n<ul>\n<li>For nearly all definitions of gender equality, the relevant metrics will be found in the pay quarter breakdowns employer have to report on, not the mean or median gender pay gap statistic.<\/li>\n<li>This article describes my concept of a gender swap number which is one way of combining pay quarter information in a meaningful way.<\/li>\n<\/ul>\n<\/li>\n<li><a href=\"https:\/\/marriott-stats.com\/nigels-blog\/swap-numbers-tell-you-how-many-years-it-will-take-you-to-close-your-pay-gap\/\" target=\"_blank\" rel=\"noopener\">If no pay gap is our metric, how long will it take to close our pay gap?<\/a>\n<ul>\n<li>Using the gender swap number metric, I show for many employers it will take them up to 25 years to close their pay gaps.<\/li>\n<li>This assumes employers are not using illegal positive discrimination or seeking to game the system.<\/li>\n<\/ul>\n<\/li>\n<li><a href=\"https:\/\/marriott-stats.com\/nigels-blog\/close-your-gender-pay-gap-the-quick-and-easy-way\/\" target=\"_blank\" rel=\"noopener\">Are employers gaming the system<\/a> and\/or engaging in <a href=\"https:\/\/www.raf.mod.uk\/documents\/pdf\/RAF-Recruiting-and-Selection-Non-Statutory-Inquiry-Report\/\" target=\"_blank\" rel=\"noopener\">illegal recruitment practices?<\/a>\n<ul>\n<li>The current GPGR system has flaws which can be exploited by unscrupulous employers which are detailed in the first link.<\/li>\n<li>The second link is the Royal Air Force&#8217;s report into the illegal positive discrimination scandal that came to light in 2023.<\/li>\n<li>The person responsible for the RAF scandal had clearly not read my article above which explained why closing a pay gap can take ~25 years i.e. a whole generation, not the 3 to 5 years timescale they were working to and to which their HR chief had made clear was not possible without breaching the Equality Act 2010.<\/li>\n<\/ul>\n<\/li>\n<\/ol>\n<p>I&#8217;ve written this list because the government has <a href=\"https:\/\/www.gov.uk\/government\/consultations\/equality-race-and-disability-bill-mandatory-ethnicity-and-disability-pay-gap-reporting\/outcome\/annex-a-draft-primary-legislation\" target=\"_blank\" rel=\"noopener\">drafted legislation to amend section 78 of the Equality Act 2010 to add section 78A<\/a> which would compel mandated employers to publish action plans to reduce their gender pay gaps.\u00a0 I have a number of concerns about this proposal but the main one is the government does not appear to have answered my first question which is to state their definition of gender equality.\u00a0 They have automatically assumed the answer is to have no gender pay gap but for a number of employers, this will not be an appropriate definition of gender equality.\u00a0 If compelled to work to the government&#8217;s definition, I fear the answer to my 4th question will be more employers gaming the system or engaging in illegal practices like the RAF when they find out it will take 25 years or more by following the law.<\/p>\n<p>&nbsp;<\/p>\n<h5><span style=\"color: #008000;\"><strong>Gender Equality in action is not always about reducing pay gaps!<\/strong><\/span><\/h5>\n<p>As an example of an employer with a different concept of gender equality, let&#8217;s look at <a href=\"https:\/\/gender-pay-gap.service.gov.uk\/employers\/2591\" target=\"_blank\" rel=\"noopener\">Buro Happold Engineers Ltd<\/a> who are headquartered in Bath where I live.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\" wp-image-6877 aligncenter\" src=\"https:\/\/marriott-stats.com\/nigels-blog\/wp-content\/uploads\/2026\/04\/Bath-Employers-Buro-Happold-Engineers-2017-to-2025.png\" alt=\"\" width=\"890\" height=\"345\" srcset=\"https:\/\/marriott-stats.com\/nigels-blog\/wp-content\/uploads\/2026\/04\/Bath-Employers-Buro-Happold-Engineers-2017-to-2025.png 1202w, https:\/\/marriott-stats.com\/nigels-blog\/wp-content\/uploads\/2026\/04\/Bath-Employers-Buro-Happold-Engineers-2017-to-2025-300x116.png 300w, https:\/\/marriott-stats.com\/nigels-blog\/wp-content\/uploads\/2026\/04\/Bath-Employers-Buro-Happold-Engineers-2017-to-2025-1024x397.png 1024w, https:\/\/marriott-stats.com\/nigels-blog\/wp-content\/uploads\/2026\/04\/Bath-Employers-Buro-Happold-Engineers-2017-to-2025-768x298.png 768w, https:\/\/marriott-stats.com\/nigels-blog\/wp-content\/uploads\/2026\/04\/Bath-Employers-Buro-Happold-Engineers-2017-to-2025-450x174.png 450w\" sizes=\"auto, (max-width: 890px) 100vw, 890px\" \/><\/p>\n<p><strong>42%<\/strong> of their employees in 2025 are women.\u00a0 This is a notable change from 2017 when women made up <strong>33%<\/strong> of their workforce.\u00a0 Over the years, it is clear they have steadily increased the number of women they employ.\u00a0 This is not an accident, t<a href=\"https:\/\/www.burohappold.com\/gender-pay-report-2025\/\" target=\"_blank\" rel=\"noopener\">heir gender pay gap narrative makes it clear<\/a> their definition of gender equality is about employing more women in all roles reflecting &#8220;<em>efforts to address occupational segregation<\/em>&#8221; and &#8220;<em>continuous improvement &#8230; (to) building a business where everyone feels a sense of belonging.<\/em>&#8221;<\/p>\n<p>Do you agree with me that Buro Happold Engineers Ltd should be celebrated and championed as an example of gender equality in action?\u00a0 Or are you focusing on their gender pay gap which is unchanged from 2017 and may be subject to sanctions from the government if their proposals are enacted?\u00a0 Under the government&#8217;s definition of gender equality, Buro Happold&#8217;s are on the wrong track.\u00a0 The trends in their pay quarters clearly show why the pay gap is stable.\u00a0 It is because engineering is an industry which is not awash with female talent. Instead their efforts to attract women today are most likely to result in younger women being recruited into entry level roles in the lower pay quarter.\u00a0 Over time, if Buro Happold is a place where women feel like they belong, they will rise up the pay scale and be replaced by more women below them.<\/p>\n<p>This is exactly what has happened but this does not change the pay of the median or average woman relative to the median or average man.\u00a0 Eventually it will once the lower pay quarters settle down into a presumably <strong>50:50<\/strong> men:women balance and the upper pay quarters start to become more female.\u00a0 But this is a change which will take another 25-30 years according to the calculation in the bottom row.\u00a0 According to the government, Buro Happold were wasting their time making engineering more attractive to women and should have prioritised the pay gap instead.\u00a0 Is this what gender equality looks like to you?<\/p>\n<p>&nbsp;<\/p>\n<h5><span style=\"color: #008000;\"><strong>Are Buro Happold Engineers Ltd atypical?<\/strong><\/span><\/h5>\n<p>No they are not.\u00a0 There are many employers for whom increasing the proportion of their workforce who are women is their priority.\u00a0 In many cases, the availability of female talent is such that recruitment of women will be in the lower pay quarters to begin with.\u00a0 This will have the effect of widening their pay gaps contrary to the government&#8217;s mandate to reduce them.\u00a0 If such employers decide to comply with the government mandate instead, often they will find this requires them to reduce the proportion of women in their workforce.\u00a0 In my experience, few employers are comfortable with making that decision.<\/p>\n<p>One exception I did find was <a href=\"https:\/\/gender-pay-gap.service.gov.uk\/employers\/21195\" target=\"_blank\" rel=\"noopener\">Pendle Education Trust<\/a> whose pay gap narrative is well worth reading.\u00a0 <img loading=\"lazy\" decoding=\"async\" class=\" wp-image-6876 alignright\" src=\"https:\/\/marriott-stats.com\/nigels-blog\/wp-content\/uploads\/2026\/04\/Educational-Trusts-Pendle-Education-Trust-2025.png\" alt=\"\" width=\"298\" height=\"282\" srcset=\"https:\/\/marriott-stats.com\/nigels-blog\/wp-content\/uploads\/2026\/04\/Educational-Trusts-Pendle-Education-Trust-2025.png 449w, https:\/\/marriott-stats.com\/nigels-blog\/wp-content\/uploads\/2026\/04\/Educational-Trusts-Pendle-Education-Trust-2025-300x284.png 300w, https:\/\/marriott-stats.com\/nigels-blog\/wp-content\/uploads\/2026\/04\/Educational-Trusts-Pendle-Education-Trust-2025-370x350.png 370w\" sizes=\"auto, (max-width: 298px) 100vw, 298px\" \/>They pay their median woman <strong>70p<\/strong> for every <strong>\u00a31<\/strong> paid to their median man.\u00a0 Whilst this is a large pay gap, it is by no means unusual among academy trusts especially among primary schools where the median woman is often paid less than <strong>50p<\/strong>.\u00a0 This happens because teaching and non-teaching staff are on very different pay scales.\u00a0 Pendle&#8217;s median man is a teacher but their median woman is not.\u00a0 As their pay quarter breakdown for 2025 shows, men are almost absent from the lower paid (non-teaching) roles.<\/p>\n<p>If you read <a href=\"https:\/\/www.pendleeducationtrust.co.uk\/attachments\/download.asp?file=89&amp;type=pdf\" target=\"_blank\" rel=\"noopener\">their 2025 pay gap narrative, you will see them tentatively noting<\/a> &#8220;<em>To narrow the gap further we <strong>may<\/strong> need to explore how to encourage more men into support roles&#8230;<\/em>&#8221; (emphasis is mine).\u00a0 It is rare to see an employer say something like this about men but instead of following this train of thought to its logical conclusion, which is their pay gap can only be reduced by making their non-teaching workforce less female, they immediately pivot to talking more about what they can do for women.\u00a0 Is this what gender equality looks like to you?<\/p>\n<p>&nbsp;<\/p>\n<h5><strong><span style=\"color: #993300;\">&#8212; Would you like to comment on this article?
